ОТЧЕТ НА ПЪРВАТА ФИНАНСОВА ГОДИНА – 2024
РЕЗУЛТАТ:
4 МИЛИОНА ЛЕВА ПО-МАЛКО ЗАДЛЪЖНЯЛОСТ ЗА ОБЩИНА ЧЕРВЕН БРЯГ.
/Задълженията от 17 мил.лв. са вече почти 13 мил.лв./

На 21 юли в Червен бряг се проведе публично обсъждане на изпълнението на бюджета на Общината за 2024 г
На събитието присъстваха Кметът на Общината и неговите заместници, Председателят на ОбС, общински съветници, представители на общинска администрация и граждани.
«Представянето на годишния отчет за изпълнението на бюджета на Общината се прави на основание чл. 140, ал. 4 от Закона за публичните финанси и чл.51, ал.2 от Наредбата за условията и реда за съставяне на тригодишната бюджетна прогноза за местни дейности и за съставяне, приемане, изпълнение и отчитане на бюджета на община Червен бряг.” информира в началото на отчета председателят на Общинския съвет Николай Николов, след което се спря и на конкретни цифри от финансовия документ:
Сборният бюджет на Общината е приет с решение на ОбС и е в размер на 44 615 924 лв.
Изпълнението на приходната част от бюджета на Община Червен бряг към 31.12.2024 г. е в размер на 59 788 316 лв. като тук е включен и преходния остатък от 2023г. в размер на 2 573 047лв. На база на постъпилите приходи са извършени и разходи в същия размер.
Традиционно най – много са средствата за функция „Образование“. Извършените и разплатени разходи за тази дейност за годината са общо 20 864 220 лв.
Община Червен бряг към 31.12.2024г. е дофинансирала държавните дейности със собствени приходи в размер на 882 939 лв.
За местни дейности за бюджетната 2024г. Община Червен бряг е изразходила 8 733 748 лв.
Специално внимание бе обърнато на инвестиционната програма за отчетния период, в която са вложени 2 126 348 лв. В по-голямата си част те са насочени към образователната инфраструктура и въвеждане на мерки за енергийна ефективност в училища и детски градини, ремонт и реконструкция на общински пътища, изграждане на кръгово кръстовище в Червен бряг, придобиване на сгради, машини и съоръжения, транспортни средства и стопански инвентар, както и изграждане на други инфраструктурни обекти.
„За жалост тези средства са крайно недостатъчни, за да водим политиките, които бихме желали”, изтъкна в обръщението си кметът на Общината, Атанас Атанасов.
Причината за което е тежкото финансово наследство от над 17 000 000 лв. оставени задължение от предходни управления.
Въпреки това, само в рамките на последната една година, Общината успява да намали задлъжнялостта с близо 4 000 000 лв.
Пари, които при други обстоятелства, биха отишли за подобряване благосъстоянието на населените места в общината.
„Трудно е, но не е невъзможно” – сподели градоначалникът и изрази увереност, че заедно със своя екип и подкрепата на ОбС занапред ще успеят не само да намалят финансовата задлъжнялост на Общината, но и да направят много значими и видими неща.

Предстои разглеждане на отчета и в заседанията на всички постоянни комисии в Общинския съвет този месец. Съгласно Закона за публичните финанси след публичното обсъждане на изпълнението на общинския бюджет 2024 Общинският съвет трябва да приеме отчета не по-късно от 30 септември на годината, следваща отчетната.
