Димитър Чолаков е роден 1954 год. в Попово. През 1973 год. завършва Художествената гимназия в София, а през 1981 год. – специалност „Живопис“ при акад. Светлин Русев в Националната художествена академия. От 1990 до 2013 год. е директор на ХГ „Никола Маринов“ – Търговище. От 2002 год. е доцент, а от 2006 год. – професор по живопис в Шуменския университет „Епископ Константин Преславски“, катедра „Визуални изкуства“.
Творческата биография на Димитър Чолаков включва многобройни участия в групови изложби, пленери, конференции, има и над 80 самостоятелни изложби. За своите постижения има и множество награди, последната от която през 2023 год. – Национална награда „Владимир Димитров – Майстора“.
